If this solicit is to be believed, I think this is the issue we've been waiting for.  I have enjoyed the first two issues of Lobo, but I want answers and I want them now.  As for the special guest star, I think it is either Detective Chimp or Plastic Man...or both.  Wait, I guess if it was both the solicit would say "special guest stars", right?  Okay, then I say it is just Detective Chimp.  Enjoy the preview.
